Overview
Applicants within 50kms of the Perth GPO must apply in person at Licensing Services (Security), Ground Floor, 297 Hay Street, East Perth WA 6004. Applicants outside this area must apply in person at their nearest local police station.
Important: Originals of supporting documents to be sighted by the Customer Service Officer/Police Officer and a photocopy retained with the application. Faxes will NOT be accepted. These include applications to amend licence details and character references attesting to the applicant's suitability to work in the security industry.
Agent’s tests cannot be taken after 2:00pm. Maximum time allowed for completion of the test is 60 minutes.
New applications must be lodged no later than 3pm Monday to Friday.
Agent Licences
Security Agent Licence
This licence authorises you to advertise and supply the services of Security Officers, Security Bodyguards, Security Consultants or Security Installers. It does not authorise you to work as a Security Officer, Security Bodyguard, Security Consultant or Security Installer.
Crowd Control Agent Licence
This licence authorises you to advertise and supply the services of Crowd Controllers. It does not authorise you to work as a Crowd Controller.
Inquiry Agent Licence
This licence authorises you to advertise and supply the services of Investigators. It does not authorise you to work as an Investigator.
Applying for an Agent Licence:

To apply for an Agent licence:
- Complete a pre-licence test based on the Security and Related Activities (Control) Act and Regulations. This is a 60 minute open book test and a score of 100% is required to pass. If you fail the test, you cannot re-sit it the same day. The test covers all aspects of the Agent's responsibilities under the Act including records maintenance, licence conditions and required reporting. Be advised that Licensing Services (Security) or local police stations do not provide copies of the Act or Regulations for use during the test.
- Complete the CF1 Application for an Agent Licence form. Do not sign the form until presenting it at Licensing Services (Security) (or local police station for applicants residing outside 50km of the General Post Office in Perth).
- You will need to provide the following supporting documents:
- Four (4) passport size photographs (head and shoulders only on white background)
- Photographic identification (Refer Proof of Age and Identity – Licence Information)
- Two (2) personal character references (Refer "Character References" on Licence Information)
- Overseas Police Clearance (if applicable) (Refer "Applicants who were born overseas" on Licence Information)
- Public Liability Insurance Policy (not required for Inquiry Agents) – a minimum of $5,000,000 coverage is required for sole proprietorship companies. For proprietary limited companies, a minimum of $10,000,000 coverage is required.
- Letter of Authority from the company, partnership or business stating the intention to provide Security services and giving you the authority to be the Security Agent.
- Interstate applicants; please refer to the 'Interstate residents applying for a Western Australian security agent licence' section below.
- Paperwork relating to points 4 to 7 below (Select applicable points ie either points 4 or 5 AND either points 6 or 7).
- If you intend to apply for an Agent licence on behalf of a company, the following documentation must be provided:
- Certificate of Incorporation. This can be obtained from the Australian Securities and Investments Commission and must include the ASIC Company Number.
- Company Extract. This can be obtained from the Australian Securities and Investments Commission and must list all directors of the company.
- If you intend to use trading names either as a sole trader, a company or partnership, the following documentation must be provided for each trading name:
- Certificate of Business Name Registration. This can be obtained from the Department of Commerce.
- Business Names Extract. This can be obtained from the Department of Commerce, and must list all of the current registered owners of the trading name. The owner(s) of the trading name must be the same as the sole trader applying to be licensed, or the company/partnership that the agent applying for the licence will be representing.

If it is an existing business, provide (in addition to above), an accountant’s letter confirming that the business you are applying to be an agent on behalf of, is financially sound.

Or, if it is a new business, provide (in addition to above) an accountant’s letter confirming that the business plan of the business you are applying to be an agent on behalf of, is financially viable.
- Complete a Statement of Assets and Liabilities for yourself.
- Complete a Statement of Assets and Liabilities on behalf of the company or partnership. A copy of the latest company annual report is suitable for this purpose.
- Take all the above documentation to Licensing Services (Security), 297 Hay Street, East Perth (country applicants, your local police station). In all cases, the documents presented must be:
- original documents with a copy attached
- in English or have an official translation attached
- Read and acknowledge Code of Conduct.
- Provide fingerprints.
- Pay the licence application fee and fingerprint fee.
Licensing Services (Security) will conduct an intensive background and criminal check and your application will be considered by the Licensing Officer.
Interstate residents applying for a Western Australian security agent licence
It is a requirement of Section 44 (1) of the Act that a person who holds an agent licence on behalf of a partnership or body corporate must be a resident of Western Australia. The Licensing Officer, may, in writing, exempt an agent from residing in Western Australia provided a letter outlining the address in Western Australia where all the business records associated with the agent's licence will be kept accompanies the application. If you are unable to provide details of the address in Western Australia where the records will be kept, then your application cannot be considered.
Non Agent Licences
Security Officer Licence:
This licence authorises you to watch, guard and protect property. Holders of this type of licence are sometimes known as 'Security Guards'.
Security Officers may be approved to carry firearms or batons only in certain situations. Security Officers may not carry any other weapon at any time. Without a specific licence endorsement, no weapons are to be carried by a Security Officer while he or she is performing licensed activities. Refer to Firearm and Baton Endorsements.
Security Bodyguard Licence
This licence authorises you to escort another person as a guard or protector. A Security Bodyguard is not permitted to carry any weapon on their person while they are performing security bodyguard activities.
Crowd Controller Licence
This licence authorises you to monitor or control the behaviour of persons, screen persons for entry or remove people for behavioural reasons.
This licence is required for licensed premises, places of entertainment and public or private events or functions. Holders of this type of licence are sometimes known as 'Bouncers' or 'Doormen'.
A Crowd Controller is not permitted to carry any weapon on their person while they are performing Crowd Control activities.
Investigator Licence
This licence authorises you to investigate the conduct of individuals or corporations or the character of individuals, perform surveillance work or investigate missing persons.
Applying for a Non Agent Licence:

To apply for Security Officer, Security Bodyguard, Crowd Controller and Investigator licences:
- Before making a licence application, you must complete and obtain a training certificate with an approved registered training organisation.
- Complete the CF2 Application for a (Non-Agent) Licence form. Do not sign the form until presenting it at Licensing Services (Security) (or the local police station for applicants residing outside 50km of the GPO in Perth).
- You will need to provide the following documentation:
- Two personal character references: The person supplying the reference must have known the applicant for the whole of the five year period prior to making the application. A referee cannot be from family member by birth or marriage (includes defacto/partner) or a currently serving member of the Western Australia Police.
- Four passport size photographs (display head and shoulders and be on white or very light background).
- ID: Any two (2) of the following:
- Passport
- Drivers Licence
- Birth Certificate/Extract
- Proof of Age Card
- Overseas Police Clearance (Required if not a resident of Australia for last 5 year period, New Zealanders exempted). Must not be dated more than 3 months before arriving in Australia.
- Current First Aid Certificate (only for Security Officer Licence / Security Bodyguard Licence / Crowd Controller Licence).
- Training Certificates (must include modules).
- Bring all the above documentation to Licensing Services (Security), 297 Hay Street, East Perth (or for country applicants, your nearest local police station).
In all cases, the documents presented must:
- be original documents with a copy attached
- be in English or have an official translation attached
- Read and acknowledge Code of Conduct.
- Provide fingerprints.
- Pay the licence application and fingerprint fee.
Licensing Services (Security) will conduct a criminal history check, and your application will be considered by the Licensing Officer.
Security Consultant Licence
This licence will authorise you to investigate and advise on matters relating to the watching, guarding and protection of property as well as going from place to place seeking out persons who may be prepared to enter into contracts for the supply of security equipment or services.
Security Installer Licence
This licence authorises you to install security equipment controlled by the Act. This licence does not apply to installers of security equipment in vehicles, vessels or aircraft.
Applying for a Security Installer or Security Consultant Licence:

To apply for Security Consultant and Security Installer licences:
- Complete a pre-licence test. Refer to Pre-Licence Tests. The applicant must achieve a minimum of 80% to pass this test prior to submitting an application for a licence.
- Complete the CF2 Application for a (Non-Agent) Licence form. Do not sign the form until presenting it at Licensing Services (Security) (or the local police station for applicants residing outside 50km of the GPO in Perth).
- You will need to provide the following documentation:
- Two personal character references: The person supplying the reference must have known the applicant for the whole of the five year period prior to making the application. A referee cannot be from family member by birth or marriage (includes defacto/partner) or a currently serving member of the Western Australia Police.
