Pawnbrokers and Second-Hand Dealers

Pawnbrokers and Second-hand Dealers in Western Australia are governed by the Pawnbroker and Second-hand Dealer Act 1994 and the Pawnbroker and Second-hand Dealer Regulations 1996.

As the licensing authority in Western Australia, we strongly encourage you to familiarise yourself with the laws relating to you and your business transactions. 

Licensing Services regulates and manages the Pawnbroker and Second-hand dealer Industry and is responsible for: 

  • Issuing Pawnbroker and Second-hand Dealer licences and registrations
  • Renewal of Pawnbroker and Second-hand Dealer licences and registrations
  • Monitoring of Pawnbroker and Second-hand Dealer licences and registration holders

Licensing Services aims to provide the community of Western Australia with confidence in a professional Pawnbroker/Second-hand Dealer industry where competency, integrity and accountability are provided and maintained at a high standard.

 

Licensing Update – 31 August 2020 – Pawnbrokers and Second-hand Dealers Regulations 1996 Amendments

On 30 August 2020, the Minister for Police and Road Safety, Hon. Michelle Roberts MLA announced amendments to the Pawnbrokers and Second-hand Dealers Regulations 1996.

The amendments will assist in the regulation of scrap copper and copper alloys (including bronze and brass) by requiring any businesses that deal in these products to obtain a Second-hand Dealers Licence.

This specific amendment will come into effect Tuesday 1 December 2020. Therefore any businesses wishing to trade in of scrap copper and copper alloys (including bronze and brass) will need to have a licence by this date.

Licensed dealers will be required to report all transactions involving these products including the identity of the person selling the goods.
